Function of the OCC:
Consistent with the Court-ordered Action Plan and Consent Order Regarding Structural Changes, the Officer of Court Compliance ("OCC") shall be responsible for providing services necessary to assist Sheet Metal Workers' International Association Local Union No. 28 with complying with all Court orders in the lawsuit styled E.E.O.C. v. Local 28, et al., No. 71 Civ. 2877 (LAK).

Such services generally include, but are not limited to:

  1. Reviewing complaints and grievances, conducting investigations, and writing reports;
  2. Developing and administering training programs;
  3. Monitoring and evaluating compliance with equal opportunity laws, guidelines, and policies to ensure that employment practices and contracting arrangements give equal opportunity without regard to race, religion, color, national origin, sex, age, or disability; and,
  4. Monitoring compliance with all court orders.

Individuals who believe they have been subjected to discrimination or who have observed discrimination or retaliation should report the incident in one of the following ways:

  3. Call the secure hotline accessible only by the OCC established for handling such complaints: 1(800)366-4814;

  5. Send a written complaint via certified mail to Francoise Jacobsohn, Local 28’s Office of Court Compliance Officer (OCC), 500 Greenwich Street, Suite 503, New York, NY 10013;
  6. In addition, you can make your concerns relating to racial matters known to the plaintiffs’ counsel in the discrimination court case by leaving a message on their toll-free hotline at 1(866) 748-5968; and
  7. Nothing in this policy is meant to prevent or limit a member from exercising his or her right to make a complaint to the Special Master, in the federal discrimination case against the local, by calling the Special Master’s Office at (212) 732-5400, or sending an email to raffd@raffbecker.com.
